Frank Hynes
Citation of Appreciation
From the onset of Frank's Tenure with the Corporation, Frank approached his responsibilities in a quiet, unassuming manner. Frank consistently sought out input and evaluations from New York institutions and financial aid personnel with regard to policy changes, operations, upgrades, and forthcoming legislation. The staff under his direction reflected his consumer orientation.

In time of budget delays, Frank truly demonstrated his sensitivity, awareness, and competency minimizing the impact to students. Indeed Frank is a special colleague to us all. We will all miss his assortment of bad jokes and when you have a chance, ask him about his handcuff collection.

NYSFAAA is proud to offer this Citation of Appreciation to Frank Hynes.


Peter Keitel
Special 30th Anniversary Recognition Award
In his leadership role at the New York State Higher Education Services Corporation over the last fifteen years, Mr. Keitel fostered a relationship with NYSFAAA that has been based on cooperation, courtesy, and assisting us to all do our jobs to the best of our ability.

During his tenure at HESC he oversaw many pilot programs and training initiatives. He always took our concerns and criticisms in a professional manner. Peter's approach to the financial aid community has been maintained over the last twenty years. His viewpoints and accent on service have become HESC policy.

As Peter moves on to other ventures, NYSFAAA is proud to offer Mr. Peter Keitel, a founding member of our organization, this Special 30th Anniversary Recognition Award.


George Chin
Special 30th Anniversary Recognition Award
At the 15th Anniversary Conference in 1983, NYSFAAA saw fit to give Mr. Chin a special recognition award for all he had done for this organization. This year, the Awards Committee looked for deserving candidates to recognize our 30th year. It will come to no ones surprise that the name George Chin came up again. He has continued to serve NYSFAAA and the students of New York state with the same dedication and style that has characterized his career.

As the University Director of Financial Aid for CUNY, George continues to oversee aid to this large university system. More to the point, George continues to be a respected expert on financial aid matters and his advice is sought by many. George knows the players and the game. This knowledge has benefited us all. While his attention to detail is legendary, it is his ability to synthesize information and not only see the big picture but the ability to communicate it to others that keeps him in the forefront of our profession.

Mr. Chin continues to serve this community not only with his knowledge but also with the continued devotion of his time and energy. Not withstanding his chairmanship of the Registration Committee of this 30th Anniversary Conference, George is now EASFAA President in addition to the many NASFAA committees as well.

For his continued service to NYSFAAA over the years and his overall dedication to the profession, NYSFAAA is proud to present this Special 30th Anniversary Recognition to Mr. George Chin.


Valerie Nixon
NYSFAAA Founders Service Award
Val Nixon has been very active in NYSFAAA for many years on both the State and Regional levels. Her activities have been as varied as her diverse interest's dictate. Val has been on the StateWide FAAM Committee and the School Counselor Workshop Committee. She has served as a representative to the TAP redesign and the FFEL Focus groups. Val has also served on the conference committee for the 1997 State conference in Rochester. Mrs. Nixon has also been very active in our sister organization, SUNYFAP. She has chaired many events and has been on their conference committee as well. She also is a member and attends EASFAA and NASFAA programs.

Val keeps very busy during the winter doing many high school information nights, representing her school and the profession. Val is also the recipient of the SUNY Chancellor's Award for Excellence in Professional Service for her work at Alfred State College. One of Val's colleagues told me that all you have to do is start to ask for help on a committee or event and Val will say yes before you even tell her what you want her to do.

Based on all the above, in the spirit of the Founders of NYSFAAA, the Awards Committee grants Valerie Nixon the NYSFAAA Founders Award for 1998.


Angela Castiglione
Mr. Thomas Monahan Service Award
Angela Castiglione has only been a NYSFAAA member for a little over four years. In that short period of time she has made a significant contribution to NYSFAAA that many may not be aware of. Working for Tor Shekerjian may not be easy to begin with, but when she agreed to be his membership chair as he took on the vice presidency, Angela took on a daunting task. In the past two years, with the help of wonderful computer support from Albany Medical College, Angela has upgraded our membership database using Microsoft Access to its potential. This new system can now generate reports, creating mailings, and produce accurate, readable, and useable directories for us all. Probably more important, Angela has spent hours, many on her own time, inputting the data into the database and putting up with all of us who don't know what region we belong to or institution we work for.

For all her hard work, NYSFAAA is proud to present her with the Mr. Thomas Monahan Service Award for 1998.


Cindy L. Oberjosh
Father Joseph Dunne Service Award
Since the beginning of her career in financial aid at Niagara County Community College in 1976 as a work-study student, Cindy has personified the phrase volunteerism. NYSFAAA has been the fortunate recipient of her endless energy for much of this time. Cindy has worn many hats for NYSFAAA as well as for Region I. She has been a tireless worker for such activities as School Counselor Workshops, FAAM, and our regional support staff training workshops. She was also a member of the 1994 Conference Committee in Buffalo.

Cindy's computer skills are formidable and her penchant for email is legendary. It is not unusual for her to send a three-page email to a co-chair or committee member at one in the morning. Cindy has put this love of things cyber to good use. She has shared her expertise with NYSFAAA in many ways. Cindy is a member of the chat nights with the Mapping Your Future Project here in New York State -- the cyber answer to the FAAM hotline. She has worked with Howard Leslie on the Technology and Innovation Project for the 1998 Hand-On Training (HOT) workshops at this 30th Anniversary Conference. Cindy has also been an advisor to both Tom Dalton and Tor Shekerjian on many training initiatives. She has also given presentations to members at many training venues.

Her most outstanding contribution has been in the continued development of the NYSFAAA website. As State chair of the Website Committee, she has overseen the growth of our site to where it is today. Cindy continues to passionately fight to see that it is developed into all that it can be and to keep its integrity in tact. She has worked hard to see that every detail is taken care of, that it is user friendly to both our public and the NYSFAAA membership, and that the information and links to other sights are accurate and pleasing to the eye.

Cindy recently completed her EdD in Higher Education from Nova Southeastern University and has accepted a new position at NCCC as the Coordinator of the Student Services Technical Center. She may not admit it but she reluctantly leaves the field of financial aid. After all, now she has to find a new set of colleagues to email as well as something to email them about.

As she leaves financial aid for her new duties, we salute her dedication and the hard work she has put into NYSFAAA as we proudly award her the Father Joseph Dunne Service Award for 1998.


Irv Bodofsky
NYSFAAA Achievement Award
Who here doesn't know about Irv's contributions to NYSFAAA and the financial aid community at large. His contributions are wide ranging and far reaching. As a past president of NYSFAAA (82-84) who also came through the ranks, Irv was also a Region 3 Councilperson, chair of the Governance Committee, Newsletter editor, and Program chair of the 1988 conference.

Irv has also been EASFAA President (90-91) and served that body for two terms on their Executive Council (82-84 and 89-91) and as their Federal Relations Coordinator. Moving up the ladder, Irv is now the National Chairman Elect of NASFAA. In the past, he has been on NASFAA's Board of Directors for two terms (90-92 and 93-96). In 1996-97 Irv was the Commission Director of NASFAA's Need Analysis Standards Committee as well as served on the Reauthorization Task Force and Research Committee, and Nominations and Election Committee.

Mr. Bodofsky is also the co-author of Family Saving and Debt Management for Higher Education Financing: Report from the Symposium" sponsored by the State University of New York Central Administration and the Rockefeller Institute of Government, 1987.

Irv has received many honors. He has received the 1991 NYS/United University Professions Joint Labor Management Committee Award for Professional Excellence, NYSFAAA's Father Joseph Dunne Service Award (1989), and NYSFAAA's Presidential Appreciation Award (1984). All these achievements and the mench as well -- Irv accomplishes all he does with style and grace, a pleasant manner, and a respect for institutions and the people who run them.
