WELCOME: Nancy Teodecki

Chair, Nancy Teodecki opened the meeting at 10:05 AM and thanked Larry Chambers and Ithaca College for hosting.  Introduced the speaker for the training program and indicated the business meeting will follow the presentation.

PRESENTATION: Mel Stephens, NSLP

 

Mel did an informative power point about “Teaching Money Management Skills to Students”. Since he shared that “bankruptcies are highest among consumers age 20-24” he gave some pertinent information to pass along to our students.

 

BUSINESS MEETING:

 

Executive Council Report:

Nancy reported information provided by Sharon Karwowski  with regards to the conference in Lake Placid. A member of the region needs to be selected for the ‘closing ceremony’. The executive council member will be announced as they walk out of the Olympic Room with their respective regional banner, and escorted by a regional member. A short narrative would be provided so that it can be announced why this person was selected by the region. Due to long-term commitment to our region, association, and financial aid community, Sharon recommended Irv Bodofsky. Motion was made and passed for Irv to be our regional representative.

 

TREASURER REPORT: Abbey Linsner

 

The balance is $3,689.29. We still need to pay out the costs for the support staff workshop. A discussion ensued about supplementing the holiday meeting to be held at the Sherwood Inn, December 6th. Discussed menu and pricing for lunch at the Sherwood Inn. Motion made and passed for member’s price to be $15.00 and non-members to pay full price.

 

HESC UPDATE: Dawn Langdon

 

New TAP Credits Earned Reporting Requirement

 

As summarized in HESC Bulletin 2206-013, a new state law requires the president of HESC to prepare and submit an annual TAP report to the governor and Legislature by February 2007.

 

The annual report will include statistics regarding TAP recipients, including the number of:

· students receiving TAP in each term;

· students who were granted waivers by their institution;

· students decertified for not meeting good academic standards;

· credits earned by TAP recipients.

 

HESC collects most of the information needed for the annual report except the number of “credits earned by TAP recipients.” HESC will collect this data from each school.


 

Starting in December, HESC will provide each school with a file of their undergraduate students certified for each term of the prior year. This new outgoing TAP file, HE8501 Listing of Students who Receive TAP at a Specific School—Credits Earned Reporting (Outgoing), will be available electronically as a flat file or an Excel spreadsheet. The file will be compared to the school's system and create a return file with the credits earned data populated, or to produce a summary listing. HESC will soon announce an upcoming Web conference to discuss the reporting of TAP credits.

 

HESC’s Administrative Workshops will be help on the following dates:

Dec, 4th – Albany                                            Dec. 8th - Syracuse

Dec. 6th – Buffalo                                            Dec 12th – Long Island

Dec. 7th – Rochester                                        Dec. 13th & 14th - NYC

 

There will be a new Default Prevention Grant coming from HESC. See the HESC.org website after November 15th for more information.

 

 

NASFAA UPDATE:  Mike McGraw

 

  • The Negotiated Rulemaking will be a big issue and lots of people from New York are involved. You can e-mail him with any questions or concerns.
  • NAFSAA plans on having some leadership training.
  • The NAFSAA Conference will be held in Washington, DC in July.

 

EASFAA UPDATE:  Larry Chambers

 

  • The EASFAA Conference will be held in Niagara Falls May 20-23rd  in the convention center. There will be a discussion on the comments from “My Rich Uncle”.
  • Over 700 people registered for the training on verification. SUNY Brockport held it locally. There is a new scholarship available for volunteers.

 

 

REGIONAL BUSINESS

 

            COMMITTEE REPORTS:

 

      • Support Staff    -  over 56 people attended
      • Guidance Counselor -   50+ are registered for Binghamton and over 125 for Syracuse.
      • Program Committee - The December presentation will be on diversity. Other topics for consideration are: lender panel, the life cycle of a loan, types of counseling techniques, ACG and Smart Grants, small group breakout according to type of school and “What They Didn’t Teach You at Novice”. It was suggested to hold the June meeting in Buffalo at the 2008 Conference Hotel.

            

                  NEGOTIATED RULEMAKING:  discussion was postponed because Holly Zaglaniczny was not present.

 

NEW BUSINESS:

 

SUNYFAP has training grants available.

 

Competitiveness Grants: discussion from several individuals on the lack of information up to this point being sent to the guidance community.  Nancy reminded everyone that there is a section of the Federal Update covering information on these grants that will be presented at the HS Guidance workshops scheduled in November.
