The Statewide Training Committee is pleased to welcome back Aaron Lacey and Howard Leslie, who will provide a webinar on the One Big Beautiful Bill Act (OB3), signed on July 4, 2025. Given the broad scope of OB3 and the limited two-hour timeframe, it was decided to focus on the two areas of greatest concern for campuses: Earnings Accountability and Loan Proration.

During the session, they will explore both topics in depth, offering detailed explanations, practical examples, and clear guidance on what schools should be doing now to prepare. Aaron, who served as one of the primary negotiators on the AHEAD negotiated rulemaking committee, will bring unique insights into the administrative accountability provisions. Howard, who has done extensive work supporting the schools he consults, will provide expert analysis and preparation strategies related to the new loan proration requirements.

If time permits, Aaron and Howard will gladly address questions related to Workforce PELL and other updates to the loan programs.
